Why Hidan is the most dangerous shinobi without knowledge.
You might think "easy decapitation nothing hard to pull off" or... "blow him up"
Sure. But let me tell why it is almost impossible to pull that off unless you put him in a genjutsu.
Hidan is immortal. He has one ability that is VERY dangerous. You might think its slow and easy to counter but what do you do when he goes in the circle. You can't do anything or you get fucked for it right? But then you go like "well he's slow he won't get my blood". Well let's look at how he battles.
He can defend and attack at the same time.
That is already a great skill to have. Of course Hidan plays with his opponents when they are in the circle, instead of finishing them off on the spot he feels like doing this..
Thus put yourself in a situation vs hidan without any knowledge. Hidan charges cause he knows that he's immortal and can take advantedge of that so while doing that you would misunderstand why a shinobi would charge in without any information of skills and then start to panic cause he's swinging that scythe at you at fast speeds and fast enough that you don't have time to make hand seals and without any back up he will continue to do that until he cuts you and then the fight is over. TO be honest hidan is greatly underestimated but can be beaten easily once you know that he is immortal but other then that with no knowledge i see him as one of the most dangerous shinobi followed by Kakuzu.

I agree that the difficulty for defeating him (from having no knowledge to knowledge) is the most drastic change of any character. That doesn't mean he's a legendary shinobi, just that his strategy depends on a "what the hell just happened" factor.

Truly strong opponents wouldn't let Hidan touch them at all in the first place. Even if by some miracle Hidan did manage to nick and draw blood, truly strong opponents wouldn't just let him leisurely draw his circle and do his little voodoo gig. Not a cotton candy's chance in hell.
As an independent fighter, Hidan is too much of a tactically shallow and psychologically dimwitted one-trick pony to compete against truly strong opponents. Rather, his ability is ideal in big and confusing melee-oriented, no-knowledge battles. This is why Hidan (presumably) excelled in capturing bijuu - Kakuzu (a strong and wise partner) is there to provide distracting support until Hidan pulls off a deadly snipekill. Even if the jinchuuriki lands devastating hits on Hidan (which they probably always did), Hidan would just laugh and get up and find a drop of blood and then initiate his jutsu while the bijuu has no idea what is going on and is also fighting Kakuzu, a truly strong motherfucker.
"No knowledge" is only one of the two necessary keys to Hidan's success, the other being "a competent partner or supporting source to allow Hidan to execute his voodoo jutsu". With both those keys, Hidan is very goddam dangerous to almost anyone. But without either one of those two keys, Hidan is pretty fucked, even some chuunin could probably beat him.

Litterally hidan is stronger then kakuzu, zetsu, kisame, deidara, sasori and the other akatsuki favs. that everyone loves.
Hisan uses one move and the whole battle is over. If he lets you hit him then he still can kill you without you leaving a scratch.

Hidan is a very difficult opponent, without any knowledge. But, I feel depending on the ninja's strength and knowledge governs how difficult the battle will be. At first glance it's a fool-proof technique if executed. Tri-bladed scythe to increase the chance of drawing blood, spikes as projectile weapons, just all around pain in the ass for whoever has to fight him. In my opinion, other than Itachi, Pein, or maybe Sasuke, I think Shikamaru would have been the only other person to defeat Hidan because of his Shadow techniques which can be used to move Hidan out of the circle, as seen in the Anime/Manga.
